The SFB, the Department of Environmental Quality (ADEQ) and the Department of Health Services (ADHS) developed a phased program to identify and quantify the school facilities with test results indicating lead exceedances in drinking water and to what extent a public health concern may exist.
Phase 1 ADEQ identified those school buildings with the potential to have lead in drinking water and sampled water from each identified building.
Phase 2 ADEQ analyzed the test results to identify those buildings with lead exceedances and communicated the results to the school districts, the SFB and ADHS for corrective action.
Phase 3 SFB contacted the school districts to define the scope of work and begin the corrective action.
Phase 4 School districts determined the cost of the corrective action, the scope of work and determined how they would fund the corrective action. School districts may choose to apply for Building Renewal Grant (BRG) funding from the SFB or use local funds.
Phase 5 SFB coordinates 3rd and/or 4th round testing (post-corrective action**) with the school district to confirm that the corrective actions were successful.
Phase 6 If SFB BRG funding is utilized and post-corrective action test results are less than 15ppb, project closeout documents and information on Preventative Maintenance Program development are sent to the superintendent of the school district stating that the lead in drinking water project is now complete.
**Post-corrective action testing is performed after replacement of fixtures and equipment to ensure levels of lead are below 15ppb before access to the drinking water is permitted.
